A Child Is Missing (ACIM) is a not-for-profit organization that assists law enforcement agencies across the country, and in and around Texas’ 18th Congrsesional District, in the first few hours a child or an elderly adult is reported missing.  The request will be used for maintaining and upgrading ACIM’s telephony technology and satellite mapping system; help cover the support functions it provides to Texas law enforcement agencies in and around the 18th Congressional District on missing children/elderly cases; support ACIM’s law enforcement training sessions; and, establish community awareness meetings involving child safety.

Every 40 seconds a child goes missing.  Finding these missing children, not to mention elderly adults and people with disabilities, is of paramount importance to parents, guardians, and law enforcement agencies.  ACIM bases the significance for its programs on the following criteria: the national crisis of missing children, the importance of recovery speed, and the real need for the program.  National Crisis.  FBI statistics indicate more than 3,000 children and elderly are reported missing daily nationwide.  That equates to 125 per hour.  Recovery Speed.  A child has a 1 in 42 chance of going missing.  A Washington State Attorney General’s office study showed that among cases involving children abducted and murdered, 74% were slain in the first 3 hours.  Therefore, the need to locate the missing in the first 2 hours of the disappearance is vital.  Most law enforcement agencies lack the available manpower to knock on doors asking neighbors for valuable information about the missing persons.
